This is Nocturna as she appears in full uniform in the Prologue, but she looks a bit different when Moriko and the others encounter her in Chapter 23.

Nocturna was shy as a kid and found solace in feeding and befriending dark-type street pokemon. Considered pests for their tendency to phase into houses and steal shiny things, Nocturna made friends with the Murkrow on her block and gave them beads and foil instead. She was briefly a suspect when the Murkrow nest full of stolen jewelery and garbage was discovered in her apartment building, since nothing had been taken from her family's apartment, but was judged not to be involved. The incident only cemented her bittersweet affection for dark-types.
Nocturna suspects that she's faced discrimination for being a dark-type specialist; no-one will admit to it, but statistically dark-type gyms are less common than should be allowed by random selection. Her long-held goal was to be a gym leader and source of support for local trainers, especially kids with a dark-type affinity. She trained with Karen of the Johto Elite Four and won the Johto regional championship with a mixed-type team, but was passed over several times in favor of trainers that she felt had lesser qualifications. Gym leadership appointments are highly sought-after but in short supply due to a tradition of passing the leadership through family or to another chosen successor. Nocturna finally found her place at the Sunset Mountain gym, whose previous leader had abandoned it without explanation.
