Design notes: dragonflies, lightning, bug-type legends

Almost to the end of the first part of the Gaiien Pokedex, so I'm getting the legendaries done finally. The Storm Quintet doesn't get the red background because this set of legendaries (actually "Arcane" pokemon-- legendaries like the Birds, Beasts, Regis, Swords of Justice, Lake Trio, etc. that aren't as restricted as the higher level of the box legends) is relatively well-understood in-universe. Many of each species have a dozen to a few dozen individuals that exist-- they're very rare pokemon, but not one-offs.
