Male Primarina - Concept Art

Finally! A great male primarina! every other one I've seen has super long hair and it simply didn't make sense. Good job!

It certainly looks more masculine than Primarina's actual design. However, it still looks quite feminine. Perhaps a pallet swap from pink to a bright red, and to a darker blue, along with fleshing out the upper portion of his body (so he's less slender) would sell that he's the "male variant" even better. This is really well done, though. I agree with @Psycho Monkey when he says that there's a definite David Bowie vibe coming from this design. Normally final evolutions for starters look either beastly or androgynous, so having a male or a female doesn't feel awkward either way, but Gen 7 definitely had final evolutions that looked heavily masculine (Incineroar) or feminine (Primarina). Gender variants would have been a nice touch, as we've seen them before in starters (Venusaur, Meganium, and Blaziken) but they didn't do that for us. So seeing this is kind of like a breath of fresh air for me because I wish that Primarina and Incineroar actually had gender variations.
