I created a Stand - Rising Tempest

I was bored, so I created a stand.

Stand Name: Rising Tempest
Stand User: Gio T. Montez
Abilities:
1. "Rising Volt" - Generates energy bullets by electrifying the air/Boosts physical damage with static electricity
2. "Soul Shatter" - When hit, opponents have a chance of getting their stands disabled for a period of 10 to 30 minutes, this ability requires physical contact to activate, and is more likely to activate with a direct hit (if Rising Tempest hits someone directly in the head, then Soul Shatter is very likely to activate, but if it still hits but not in the right spot, then the chances of Soul Shatter activating are lower).
