@Mewtwofan259 Its called a) artistic license and b) art style. Lugia's feet and feathers are kind of cartoony and didn't look right with having its skeleton exposed, so I changed them. Furthermore, the similarities to Lugia vastly outweigh the similarities to Articuno. Finally, I know what I drew. I set out with the intention to draw a zombie Lugia. If you for some reason think that I drew something different than what I intended to draw, then that's fine, I guess. Its art, its up to your interpretation. But I assure you, this is intended to be a Lugia.
