This one was interesting to come up with to say the least

Ability: Levitate

Description: Vaporeon gains a majestic water crown as well as water around its tail, giving it a more regal look. The pearl on its head allows it to generate psychic energy, thus giving it the ability to levitate.

Attack: (65 + 0) = 65
Defense: (60 + 0) = 60
Special Attack: (110 + 60) = 170
Special Defense: (95 + 40) = 135
Speed: (65 + 0) = 65
