For a first time in Paint this is a nice job, especially since getting used to drawing on the computer can take some getting used to. I think you captured Wobbuffet's expression really well

i accidentally made tail to be blue! i really suck at drawing with paint programm

This is not bad of a picture.I suggest next time looking at a sprite or something else since there are alot of things you need to fix like the tail being black and the other arm being the on on wobbufet's head.
